A selection of Professor Evgeny Tonkov's best works has been published, charting the changing legal landscape of the Russian Federation as understood by one of Belgorod State University's finest minds
The monograph, entitled 'The Creative State as a Force for Change in Modern Russia', is published by the Yurilitinform Legal Publishing House. It contains a selection of Professor Tonkov's works published over the years, all with a consistent theme – the effect of Government actions on the law as it pertains to the rights of the citizenry. He postulates the idea that a 'Creative State' is not necessarily autocratic, and illustrates this through a theoretical analysis of human rights protected by the Creative State, and actual examples of this. Over the years the Professor has developed new terminology, and also theories on whether it is acceptable to introduce new, sometimes complex, law through channels traditionally thought unacceptable.
