Dr Tatiana Toktaryova, head of Belgorod State University's Intellectual Property Department, and postgraduate Diana Martseva, went to Moscow for the 5th annual conference on 'Model Regulations'
This years theme is 'Intellectual Property Policy for Universities and Research Organisations in the Russian Federation'. It was sponsored by the Committee of the Federal Council on Science, Education, and Culture, the Ministry for Science and Higher Education, and the World Intellectual Property Organisation. Participants included members of the Intellectual Property Council, and interested practitioners and academics from across the Federation.
Dr Toktaryova and Ms Martseva spoke on their specialist knowledge about the paucity of infrastructure and lack of Patent Clerks and professional staff. They posited that, as the number of inventions increases, and copyright material is produced, the Model Provision would best be served by training more specialists in the area in Higher Education in general. As the field becomes more commercial in nature, opportunities for graduates will multiply in the future.
