The Youth Cultural Centre was the venue for the plenary session of the conference. Professor Oleg Polukhin, Rector of the University, welcomed the students alongside Dr Albina Buchek, Regional educational supremo, Alexei Karpenko, chair of the SCO Youth Council, and Dr Zhang Zhiqiang, Vice-President of Liaoning Technical University. The Rector enthused over our participation in the SCO educational program in his welcome. He said that the creation of a Eurasian educational space could only bring benefits to all involved, especially in a world where young people are better connected than ever, and trends can be global in nature.

The plenary session offered an overview of the current state of SCO programs, and tackled issues around public oversight, advocacy and legal education, and reviewed the creation of international student start-ups. After a long session and many meetings, delegates relaxed at the University's Botanical Gardens, where their visit coincided with the start of the 'Science/Jazz' program, run in conjunction with the Belgorod Philharmonic.
