Professor of BelSU Department of Theory and History of State and Law o Vitaly Penskoy gave an open lecture on the topic: "The Formation of the Russian Centralized State"

The first in the educational stream was a lecture given by Professor of the Department of Theory and History of State and Law of the Law Institute of Belgorod State University, Vitaliy Penskoy. Professor of BelSU talked about the process of forming the Russian centralized state and its features. The lecture dealt with the formation of a management system and legal system in Russia.
Prof. Penskoy presented the experience of foreign scientists in the study of the formation of a centralized state of Europe. According to the lecturer, the Russian state was formed by collecting land and the accession of the monarch. It was about the rivalry of the princes. According to the professor, along with the great princes, there were specific princes who had autonomy. It was about the confrontation between Moscow, Novgorod and Pskov, the formation of a single legal field, the clash of innovations about antiquity.
In his lecture, Vitaly Pensky spoke in detail about the process of the formation of the Russian state for several centuries.
