A round table on “Consolidation of Urban Communities: Problems of Diagnostics and Regulation” was held at Belgorod State University.
Among the organizers of the scientific forum there were specialists of BelSU Research Laboratory for Civil Society Development, lecturers of the Department of Social Technologies and Public Administration. While opening the event, Professor Valentin Babintsev noted that currently there are objective prerequisites for consolidation of territorial communities, as well as obstacles for the consolidation process. According to Valentin Babintsev, this fact allows to consider consolidation as a complex scientific problem.
The forum participants, represented by the renowned scientists from various regions of Russia, Armenia, Kyrgyzstan and Pridnestrovie, discussed the possibilities of implementing the strategy of building a solidary society, focusing on the specifics of consolidation in the urban environment. The colleagues stressed the need for its regulation and self-regulation. During the meeting Professor Raushania Zinurova from Kazan spoke about the ethno-confessional risks of consolidation of the urban community, the Candidate of Philosophy of the Trans-Baikal State University Natalia Kondakova highlighted the problems of consolidation in a modern small city.
According to Olga Yurkova, the Associate Professor of BelSU Department of Social Technologies and Public Administration, the practical solution of the problem of the urban communities consolidation should not be determined by political situation or administrative discretion, it can be successful only as a result of “smart management”, which assumes that the actions of the public authorities are complemented by the citizens participation.
