An open dialogue with Ombudsman Zhanna Kireeva addressed the legal status of foreign students in Russia, considering the current social and regulatory landscape.
The event took place at the Scientific and Educational Centre for Human Rights and Integration Issues at Belgorod National Research University (BelSU). Attendees included Zhanna Kireeva, the Commissioner for Human Rights in the Belgorod Region; Vitaly Silko, Acting Senior Assistant to the Prosecutor of the Belgorod Region for Federal Security, Interethnic Relations, and Countering Extremism and Terrorism; Pavel Vasilevich, Deputy Head of Immigration Control at the Main Directorate of the Ministry of Internal Affairs of Russia for the Belgorod Region; Nikolay Tsybulya, Vice-Rector and Director of the BelSU Department of International Cooperation; and Evgeny Tonkov, Director of the BelSU Law Institute, who moderated the discussion.
Evgeny Tonkov highlighted BelSU’s commitment to ensuring the legal security of its students, particularly those from abroad. Nikolay Tsybulya elaborated on the university’s international policy, emphasising its focus on attracting foreign students.
“Although the admissions campaign is still ongoing, we currently have 3,080 international students enrolled. This reflects our high educational standards and the demand for our graduates both domestically and internationally,” Tsybulya stated.
Zhanna Kireeva expressed gratitude to attendees for their participation and shared insights from her work, encouraging students to seek assistance when needed.
“I want to stress that we are here to support you; you will not face your problems alone. The university effectively addresses most requests, as only a few foreign students contact me directly. It’s reassuring that the university remains attentive to these issues,” Kireeva noted.
